Wonderful perspective, especially around her waist and hip area--very hard to do (at least for me) and you did it well! The only thing I'd change is her face a little, it seems almost squished together from the sides...if it could be widened?
Her rainbow outfit (and hair) is making my eyes water, but it's so cute!

The only thing that looks a little off to me is the nose, there's just something a little weird about it to me. Other than that, great work. Wonderful colors and perspective on the body, would you mind if I studied it for the perspective? It's not very often I can see one like this.

Her right foot is bigger than her left. Is that because she is holding up her right foot? I can't tell if she is or not. The blue dots on her left arm could be a little lighter in colour like the rest of the picture, too.

The biggest problem with the picture is that it's kinda.. too anime. Usually judges hate anime, shiny, bright colouring style. They immediately think it's unoriginal (yeah I know it's annoying >__> I suggest that you keep the colouring less shiny or actually draw another one to see if you like that one more. Her face and nose are too long..you need to shorten her face and make her nose less long (maybe have a action figure's head as a reference.. it really helps). Her lips should be closer to the bottom of the nose since view is from above. Her right arm looks stiff (it doesn't show depth). You need to make her elbow a little lower and her hand bigger. Her right hand is kinda distracting. Instead of her right hand twirling the hair around maybe make it do something else?

gaaah it's so hard to explain on the net.. I find it easier if I show you how to fix it in person.. XD hahaa.. I have more to say but I don't want to discourage you because I know how it feels. Art is very subjective..
overall I think the design is pretty unique. But I'm not sure if it will get you the scholarship. Well, I'm glad you're trying though! Unlike me XDD lol. You never know.. they might just pick yours.

The nose actually looks rather nice. I'd only suggest fiddling with the shading a bit, it looks sort of off now .... But I can't tell why.

And, I pray you don't mind me saying so, but, well, her left boob looks a little weird. x'D The line for it could be moved a bit more forward, it just looks a little odd, it's all up to you, of course, I hope those suggestions actually helped somehow.

I hope you get that Scholarship though! D8 Good luck dude!
