In this game, there's a Meryl and Dave pair, both are part of a special unit. Since this game was on 1994, later Meryl's concept was also used as the Meryl we know about in MGS series, but they aren't the same anyway.
You can notice Dave (the blonde guy) has a jacket like the one Meryl has on the canon ending of MGS1. As a reference to Policenauts, Meryl calls Snake "Dave" rather than "David".
